Donald Trump's First-Day Executive Orders

Dana Suheil

On his return to the White House, Donald Trump wasted no time implementing his ambitious and divisive agenda. By signing a series of executive orders on his first day, Trump sought to fulfill campaign promises, reverse Biden-era policies, and set a starkly different tone for his second term. These orders addressed a range of issues, including immigration, climate policy, civil rights, and international relations. While some were symbolic, others carried significant and immediate implications, sparking debate and legal challenges.

One of the most impactful executive orders dealt with immigration. Trump declared a national emergency at the southern border, justifying the mobilization of military personnel for immigration enforcement under his administration's renewed "zero tolerance" policy. He also attempted to redefine birthright citizenship, a move widely criticized as unconstitutional and already subject to federal lawsuits (Barrow 2025). Additionally, he reinstated stringent deportation policies and halted the U.S. Refugee Admission Program, pending a security review. Critics have called these measures excessively punitive, arguing they undermine human rights and due process.

Trump's climate-related orders were equally controversial. By withdrawing the U.S. from the Paris Climate Agreement, he ended America’s commitment to reducing greenhouse gas emissions, arguing the agreement unfairly burdened U.S. taxpayers without sufficient returns. His administration also rolled back numerous regulations on renewable energy, focusing instead on boosting fossil fuel production, including reopening drilling in Alaska’s Arctic National Wildlife Refuge (NBC 2025). These actions were praised by industry advocates but drew sharp criticism from environmentalists and allies abroad.

Another polarizing decision was his pardon of over 1,500 individuals involved in the January 6 Capitol riots. Trump described this as rectifying a "grave national injustice," while opponents viewed it as a dangerous normalization of violent extremism (NBC 2025). This sweeping clemency, coupled with his directive to investigate alleged government weaponization under Biden, reflects his intent to redefine the narrative surrounding his supporters' actions and his previous election loss.

In his broader governance approach, Trump eliminated diversity, equity, and inclusion (DEI) programs across federal agencies and reversed several Biden-era civil rights protections. Declaring that federal recognition would be limited to two genders, he also dissolved programs supporting LGBTQ+ communities and racial equity (Barrow 2025). These actions align with his administration's focus on cultural conservatism but have raised significant concerns about their societal impacts.

Trump’s first-day executive orders underscore his commitment to reshaping American policy in his image, doubling down on contentious issues and polarizing strategies. While some supporters applaud his decisive action, critics argue that these measures risk constitutional overreach and further division. As legal challenges loom, the full ramifications of these policies remain to be seen. Whether these initiatives redefine America’s path or deepen its divides will likely depend on their implementation and public reception.
